Question:

88 Mr. O'Shea asked the Minister for Education and Science his views on the role of principals in the professional development of teachers; and if he will agree to representatives of both primary and secondary principals being included in the membership of the proposed teaching council; and if he will make a statement on the matter. [6960/01]

School principals can play an important role in the induction, probation, training and professional development of teachers. The role of principals in providing leadership and guidance to teachers and in developing a school environment which is conducive to their professional development is acknowledged in the Education Act, 1998. In addition, my Department's In-career development unit has been engaged in widespread consultation with groups representing school principals at first and second level and with management bodies at both levels regarding the provision of professional development for principals.

The Teaching Council Bill, which is currently before the House, represents the culmination of a process of consultation and deliberation which began some two and a half years ago. It began with the establishment of a steering committee, in which teachers were centrally involved, which advised on all aspects of the establishment of a teaching council, including the composition of the council. The steering committee's report was published in October 1998 and the drafting of the legislation was based on the conclusions and recommendations of the report, which was agreed by all involved.

Any unilateral change to the recommended composition of the teaching council along the lines suggested by the Deputy would disturb the fine balance agreed by the steering committee in a way which would be difficult to restore. As far as principals in particular are concerned, they will have an opportunity to play a full and active role in the work of the council. As teachers, they will be entitled to seek election to the council and, as union members, they will be entitled to pursue nomination to the council through their respective unions.
