Request to Move Adjournment of Dáil under Standing Order 31.

Before coming to the Order of Business, I propose to deal with a number of notices under Standing Order 31 dealing with two different topics. I propose to deal with these separately and will call on Deputies in the order in which they submitted their notices. On the first topic I received notices from Deputies Gormley and Naughten.

I seek the adjournment of the Dáil under Standing Order 31 to debate the following urgent matter: the refusal of the United States President, George W. Bush, to ratify the Kyoto protocol on greenhouse gas emissions and the implications that decision has for global warming and for international relations, particularly for relations between the EU and the United States.

I seek the adjournment of the Dáil under Standing Order 31 to debate the following urgent matter: the decision by President Bush to decline to implement the provisions of the Kyoto international agreement which would reduce greenhouse gas emissions by one third by 2012; the disastrous consequences for the world environment and the steps it is proposed to take within the European Union to address this matter.

Having considered the matter fully, I do not consider it to be one contemplated by Standing Order 31 and therefore I cannot grant leave to move the motion.

I received notice on the second topic from Deputy Jim Higgins.

(Mayo): I seek the adjournment of the Dáil under Standing Order 31 to debate the following urgent matter: the threatened industrial action by Aer Lingus clerical staff which will ground most of the airline's services once again tomorrow and leave 20,000 passengers stranded; the extremely bad industrial relations record within the company and the threat of industrial action by other groups within the company which will lead to further chaos and disruption.

Having considered the matter fully, I do not consider it to be one contemplated by Standing Order 31 and therefore I cannot grant leave to move the motion.
