Request to move Adjournment of Dáil under Standing Order 31.

Before coming to the Order of Business I propose to deal with a notice of motion under Standing Order 31 from Deputy Olivia Mitchell. I call on Deputy Mitchell to state the matter on which she has given notice to me.

I seek the Adjournment of the Dáil under Standing Order 31 to debate the following matter which is of serious, urgent national importance: the collapse in volume of national housing construction output, which is now running at 20% below target, especially in Dublin where need is greatest and where output has declined by 40%; the need for the Government to reverse policies which have caused such uncertainty in the market that they have inhibited rather than increased construction and the urgent need to resource the planning and appeals systems.

Having considered the matter fully, I do not consider it to be one con templated by Standing Order 31 and, therefore, I cannot grant leave to move the motion.
