Written Answers - Sports Capital Programme.

Question:

217 Mr. Higgins (Mayo) asked the Minister for Tourism, Sport and Recreation if he has received an application from Aghamore Gaelic Athletic Association Club, County Mayo, for a grant under the 2001 sports capital programme; and when a decision will be made in this regard. [10902/01]

The sports capital programme for 2001 was advertised in mid December 2000 with a closing date of 9 February 2001 for the receipt of completed applications. In excess of 1,450 applications were received, including one from the organisation in question. All applications will be evaluated against the programme's assessment criteria, which are outlined in the guidelines which accompanied the application form. I intend to announce the grant allocations for the programme as soon as possible after the assessment process has been completed.

218 Mr. Penrose asked the Minister for Tourism, Sport and Recreation if he received an application from a community organisation (details supplied) for substantial capital funding; and if he will ensure that same is favourably considered; and if he will make a statement on the matter. [10943/01]

Eamon Gilmore

Question:

219 Mr. Gilmore asked the Minister for Tourism, Sport and Recreation the projects which have been delayed due to the disagreement between his Department and local authorities over the status of land on which National Lottery supported developments are due to take place; and if he will make a statement on the matter. [11027/01]

Under the sports capital programme administered by my Department, it is a condition for grantees to execute a deed of trust in respect of facilities in receipt of grant-aid above a certain threshold which stood at £39,000 up to and including the 2000 programme. In the light of rising building costs, I reviewed that threshold and decided to revise it upwards to £60,000 for the purposes of grants under the 2001 and future programme.

The deed of trust provides, inter alia, for a refund of the grant in the event of the facility not continuing to be used for the purpose for which the grant was allocated. To enable a deed of trust to be executed the grantees must either own the property or have a long-term lease of 35 years. The deeds of trust are prepared by the Chief State Solicitor's office, CSSO.

There has been no disagreement between my Department and the local authorities over the status of land and I am not aware of any projects which have been delayed for that reason. However, payment of grants in a small number of cases have been delayed due to the fact that the grantees did not have a long-term lease in place with the local authorities in question.
A meeting between representatives of the City and County Managers Association, the CSSO and my Department is currently being arranged at which the issue of the execution of deeds of trust for clubs which use local authority property is to be discussed.

220 Mr. Gilmore asked the Minister for Tourism, Sport and Recreation if he will provide a national lottery grant to Newtownpark Tennis Club, Blackrock, County Dublin. [11028/01]
