181 Ms O'Sullivan asked the Minister for Social, Community and Family Affairs if, in the context of the consultation document on the modernisation of the Civil Registration Service, he will consider the feasibility of introducing universal identity cards which will facilitate the operation of intoxicating liquor and other legislation; and if he will make a statement on the matter. The modernisation of the Civil Registration Service is a joint programme of work between my Department and the Department of Health and Children aimed at introducing a modern civil registration service. The modernisation programme will involve legislative reform, design and development of new processes and procedures and the introduction of modern technology. The consultation document, Bringing Civil Registration into the 21st century, was published in order to let people know how it is proposed to modernise the service and to give them an opportunity to comment on the proposals. My Department has no plans to introduce a universal identity card – in the way in which this term is generally understood – either as part of the civil registration modernisation programme or otherwise.

My Department, in the context of the Government's REACH initiative, is developing a public services card which will streamline present arrangements where each public agency issues its own card. This public services card will be supported by all public bodies. The purpose of the card will be to enable the holder to authenticate their identity in a convenient manner when accessing public services.
