Question:

81 Mr. Connaughton asked the Minister for Agriculture, Food and Rural Development if he will make available the various pieces of legislation and ministerial orders concerning the breeding and registration of horses, with particular reference to the Irish Horse Board; and if he will make a statement on the matter. [15356/01]

There is no national legislation specifically dealing with the breeding of horses.

SI No. 305 of 1993, (European Communities (Equine Stud-Book and Competition) Regulations, 1993), sets out the criteria which a body must meet if it is to maintain an officially recognised stud-book. These regulations give legal effect to Directives 90/427/EEC and 90/428/EEC.

The Irish Horse Board has been approved for the purposes of maintaining the Irish Horse Register in accordance with Article 3 of S.I. No. 305 of 1993 and Article 5 of Directive 90/427/EEC.

Directive 90/426/EEC includes, inter alia, provisions relating to the identification document for registered equidae, as provided for in Directive/427/EEC.

The Irish Horse Board is a breeding organisation, registered as a co-operative society under the Industrial and Provident Societies Acts, 1893-1978.
