165 Mr. N. Ahern asked the Minister for Tourism, Sport and Recreation if he will clarify the situation in relation to funding from his Department to various programmes, groups, LE schemes, young persons' facilities and service fund, area partnerships, enterprise boards and child care groups; if he will ensure that such funding is allocated to its specified purpose; and if he will make a statement on the matter. The sports capital programme is the only programme funded directly by my Department. The programme is administered in accordance with specific guidelines including terms and conditions which are issued to all potential applicants. The guidelines detail the purpose of the programme itself and the basis on which projects are eligible under the programme. Successful applicants are issued with a letter of offer which clearly sets out the purpose for which funding is being allocated and grant payments are issued only on receipt of requested documentary proof that spending is specifically related to the stated purpose for which the funding was allocated.

While my Department chairs the national assessment committee which allocates funding under the young people facilities and services fund, the actual funding is provided by the Department of Education and Science which has responsibility to ensure that the terms and conditions are adhered to in each case.

Funding to the area based partnership and community groups under the local development measure of the social inclusion sub-programme of the NDP is provided by Area Development Management – ADM Limited who are responsible for ensuring that the funding is used for the agreed purpose only.
The LE schemes and enterprise boards do not come within my Department's remit.
