490 Mr. Howlin asked the Minister for Justice, Equality and Law Reform when his Department signed contracts with the various proprietors of hostels and other forms of accommodation for asylum seekers; the names of the proprietors; the addresses of the hostels; the contract period of each hostel; the number of beds to be provided under each contract; the value of each contract; the sum spent to date; and if he will make a statement on the matter. On 31 May 2001, the Reception and Integration Agency of my Department, which is responsible for meeting the accommodation needs of asylum seekers under the system of direct provision, was engaged in contracts for service with 66 proprietors-operators in respect of the provision of accommodation at 71 centres throughout the State. In addition, in the case of State-owned accommodation facilities, two man agement and catering companies operate seven facilities under contract on behalf of the Reception and Integration Agency.

The period of the contracts in question range from five months to 24 months. Some 63 of these contracts were entered into during 2000 and the remainder in 2001.

On the costs to the State of providing accommodation for asylum seekers, under the system of direct provision the rates payable to the owners/operators of hostels, hotels, guesthouses, convents and other premises in use for full board accommodation is subject primarily to the prevailing commercial market conditions. In recent weeks, the amounts paid to accommodation providers in respect of properties procured by the RIA are in the range of £140 to £175 per adult per week inclusive of VAT. For most of 2000, the amounts paid tended to be in the range of £147 to £189 per adult per week, inclusive of VAT. Within this broad range the amount paid to individual centre owners-operators is contingent on the overall standard of the accommodation and the facilities provided.

In the period from 1 January to 31 May 2001, a total of £16.6 million was paid to owners-operators in respect of the provision of full board facilities for asylum seekers.
