Vol. 538 No. 1

Written Answers. - Noise Regulations.

Austin Currie

Question:

138 Mr. Currie asked the Minister for Public Enterprise the regulations which are in force, including European regulations, to provide protection from noise for those living adjacent to airports; and if she will make a statement on the matter. [17327/01]

The regulations that apply in Ireland to aircraft noise are those which have been promulgated at international level by the International Civil Aviation Organisation and the European Union.

Within the ICAO environmental issues associated with civil aviation are largely undertaken through its Committee on Aviation Environment Protection which was established in 1983 and reports directly to the council of the ICAO. Over the years the CAEP has developed a number of refinements to the noise certification procedures for all types of aircraft, noise measurements and calculation procedures and amendments on engine emissions. ICAO measures in this area are governed by ICAO Annex 16 to the Chicago Convention.

The EU provisions which apply in this area are EC Council Regulation 925/1999 which governs the registration and operation within the Community of certain types of civil subsonic jet aeroplanes.
