Question:

144 Mr. N. O'Keeffe asked the Minister for Agriculture, Food and Rural Development if he will consider permitting farmers to collect their cattle permits instead of having them posted; if his attention has been drawn to the hardship and delays being imposed on a person (details supplied) in County Cork which have led to proposed cattle sales being withdrawn. It should be recalled that the foot and mouth disease animal movement permitting systems were designed initially with a view to minimising the risk of spreading the disease through animal movements and contact between high risk groups such as farmers. It was decided to use fax, telephone and post as the principal means of communication. I am not convinced that a change is warranted to the current arrangements at this stage as I believe that the system is operating well and that delays and hardship are not being imposed on applicants. Since the system commenced on 14 May over 38,800 permits have been issued in respect of 194,000 cattle.

The Deputy will be aware that yesterday I announced further relaxations in the animal movement controls, including the permitting regime which will apply from Monday next.
