266 Mr. Aylward asked the Minister for the Environment and Local Government if, in order to facilitate people with disabilities who are accepted by county councils for work experience but cannot apply for a permanent post, he will, by ministerial order, change the requirement of county councils for a minimum leaving certificate standard of education for employment; and if he will make a statement on the matter. My Department has drawn up proposals to amend the qualifications for the grade of clerical officer in the local authorities to permit candidates, including those who have a disability, who have either a leaving certificate or relevant experience to compete for appointment. This amendment is in line with changes introduced for the same grades in the Civil Service and the health service. The Depart ment is in consultation with IMPACT, the trade union representing clerical grades in the local authorities, regarding the proposals.
