267 Mr. Kenny asked the Minister for the Environment and Local Government if he will use his powers under section 41 of the Roads Act, 1993, to give an instruction in writing to the National Roads Authority to expedite developments on the N5 west of Tarmonbarry, County Roscommon; if he will instruct that the sections not proposed for development until 2019 will be brought forward immediately, and if he will make a statement on the matter. Section 17 of the Roads Act, 1993, assigns overall responsibility to the National Roads Authority, NRA, for the planning and supervision of works for the construction and maintenance of national roads. Consistently with this position, successive Ministers for the Department of the Environment and Local Government have not exercised any role in relation to the implementation of individual national road schemes. Accordingly, I have no proposal to issue directions to the NRA on this matter.

In relation to the N5, the national development plan provides for major improvement works to be carried out on this route over the period to 2006. The particular road improvement works, including type of road, to be undertaken in this regard are a matter for the NRA and local authorities concerned, having regard to current and projected traffic volumes.
