European Union Bill, 2001: First Stage.

I move:

That leave be granted to introduce a Bill entitled an Act to make provision for reports and consultation by Ministers with the Houses of the Oireachtas prior to consideration of proposals for directives, regulations, framework decisions, decisions or conventions proposed to be made by the Council of Ministers or adopted by Member States; to provide for the like procedure in relation to proposals for joint action in relation to matters of common foreign and security policy; to amend the European Communities Act, 1972; to amend the Defence (Amendment) (No. 2) Act, 1960, and the Defence (Amendment) Act, 1993; and to provide for connected matters.
