70 Mr. Spring asked the Tánaiste and Minister for Enterprise, Trade and Employment the reason FÁS pays J9 contributions in respect of persons engaged at craft persons rates; and if she will ensure this policy is reversed to ensure employees are entitled to full social welfare entitlements. I have been informed by FÁS that, following consultation with the Department of Social, Community and Family Affairs, a new system of payment was implemented from 4 December 2000, whereby all new recruits engaged at craft person rates will be directly employed by the community group. Under these new arrangements funding is provided to the community group for PRSI at the full "A" rate.
