100 Mr. Allen asked the Minister for Defence if, further to Parliamentary Question No. 145 of 22 May 2001, he will state the reference in Training Instruction 33/74 to seniority; and the authority or source document of the specified criteria to which he referred. [18348/01]
The military authorities advise that Defence Force Regulations R5 and Training Instruction RTO/33/74 dated 26 February 1974 establish eligibility for promotion in the case of FCA officers, under the following headings: service in rank, ratings, annual training, recommendations by unit OC and relevant GOC.
There is no reference to seniority in RTO/33/1974 as this is a guidance document outlining the basis eligibility criteria for promotion. However, seniority within a unit would be another factor considered in determining the order of promotion of officers who satisfy the basic eligibility criteria as outlined in RTO/33/1974.
