229 Mr. Naughten asked the Minister for the Environment and Local Government the reason the NCT scheme is backdating certificates of roadworthiness to dates prior to the initial date which the car was called for testing; and if he will make a statement on the matter. [23368/01]

In accordance with Council Directive 96/96/EC, passenger cars are required to undergo a roadworthiness test when they are four years old and every two years thereafter. The relevant national regulations transpose this requirement by establishing a due date by which a certificate of roadworthiness should be obtained and providing for a further test due date every subsequent two years from that date. No advance of subsequent due test dates is permitted by reference to any delay in obtaining the original certificate of roadworthiness.
