Written Answers. - Departmental Strategy Statement.

Question:

46 Mr. Howlin asked the Minister for the Marine and Natural Resources if he will make a statement on the aims of the strategy statement for marine and natural resources recently published by his Department. [23327/01]

My Department's strategy statement for 2001 to 2003 sets out the organisation's key strategic aims and targets for that period in respect of the wide range of sectors for which it is responsible. The document indicates also the actions planned to ensure that the Department operates as efficiently and as effectively as possible in delivering on its key mandates.

The Department's principal responsibility is to promote and manage the safe and sustainable use and development of Ireland's marine and natural resources, in support of national, coastal and rural development policy objectives. Reflecting this mission, the strategy statement lays down clearly defined goals and objectives in the fields of maritime transport, marine public safety, marine environmental protection, coastal zone and natural resources management, including forestry, fisheries and minerals and hydrocarbon exploration and development and research. It indicates the specific strategies which will be implemented to achieve these goals and objectives. Central to these is the effective implementation of the extensive national development plan programmes and measures, for which the Department is responsible, involving a total investment of about 1,700 million.

The strategy statement also recognises the need, in light of the rapidly changing external and organisational environments, for a fundamental review of the Department's structures and functions. This review, which will be undertaken as a priority and in partnership with staff, will involve a comprehensive analysis of the changes needed to refocus businesses and structures, including the scope for devolution of functions and responsibilities. The guiding principle for the review will be to streamline and enhance core business delivery, customer service and organisational efficiency and effectiveness.

The strategy statement establishes a clear and challenging view of what the Department needs to do in the period to 2003, both to discharge its responsibilities effectively and to ensure that its own systems, structures and operations keep pace with changing circumstances and requirements.
