Dinny McGinley

Question:

115 Mr. McGinley asked the Minister for Agriculture, Food and Rural Development when a cattle and sheep headage payment will issue to a person (details supplied) in County Donegal. [25704/01]

The person named included a number of parcels in her 2001 area aid application which, when entered on the Department's electronic database, resulted in over-claims in two cases. My Department is writing to her separately with details of these over-claims. In addition the person named included a parcel of land in her 2001 area aid application which is also claimed by another herdowner. Both herd owners have been written to in the matter and a response is awaited from the other herdowner. Until this matter is resolved her 2001 area aid application cannot be finalised and payments cannot be made.

Question:

116 Mr. Connaughton asked the Minister for Agriculture, Food and Rural Development when a sheep grant payment will be made to a person (details supplied) in County Galway; and if he will make a statement on the matter. [25705/01]

Following the additional checks and controls which were put in place in the light of the situation which emerged from the foot and mouth disease alert it was discovered that the person named had sold hoggets within the retention period for the 2001 ewe premium scheme although he had indicated earlier that he had not done so. Consequently he was informed by the local office of my Department that he was ineligible for payment under the terms and conditions of the scheme. Following his appeal against this decision further investigations revealed that the hoggets he sold were surplus to the numbers he actually applied on under the scheme and consequently his application has now been cleared for payment. Payment of the first and second instalments under the 2001 scheme will issue shortly.

Question:

117 Mr. Ring asked the Minister for Agriculture, Food and Rural Development when an area based payment will be received by a person (details supplied) in County Mayo. [25706/01]

The person named included a parcel of land on her 2001 area aid application which another herdowner has also claimed. Both herd owners have been written to in the matter and a response is awaited. No payments can issue until this matter has been resolved satisfactorily.

Question:

118 Mr. Ring asked the Minister for Agriculture, Food and Rural Development when a person (details supplied) in County Mayo will receive a REP scheme payment. [25765/01]

On 30 May 2001 my Department received an application from the person named. The application was examined and returned to her on 15 August 2001 because her sheep quota had not been reduced as required. An amended application was received on 29 August 2001 and is being processed at present. The processing of this application will be completed in accordance with the targets set out in the protocol on direct payments to farmers.

Question:

119 Mr. Crawford asked the Minister for Agriculture, Food and Rural Development when a person (details supplied) in County Monaghan will receive a headage payment and other livestock related payments; and if he will make a statement on the matter. [25766/01]

The person named applied for special beef premium on six animals on 13 March 2001 and three animals on 12 April 2001. An advance payment of £771.12 which is an 80% advance payment on all animals will issue before end of October 2001.

Payment of 80% slaughter premium, £33.39, in respect of one animal slaughtered during the period January to June 2001, will issue to the person named before the end of October 2001.

The person named applied on six animals under the 2001 suckler cow premium scheme on 9 April 2001. Payment of the 80% advance, amounting to £779.31, will issue before the end of October 2001.

Under EU regulations payment of extensification premium may only issue where the stocking density on the holding is up to and including 2.0 livestock units per hectare. The stocking density on the holding of the person named for the purposes of 2000 extensification premium was 2.30 livestock units per hectare. The person named will not, therefore, qualify for extensification premium in respect of 2000. His entitlement to 2001 extensification premium will not be determined until May/June 2002.
The person named added a new plot of land to his 2001 area aid application. This plot is now being entered on the Department's electronic database, and payment now due under the 2001 area-based compensatory allowance scheme will be made as soon as possible.
