Question:

278 Mr. Ring asked the Minister for Agriculture, Food and Rural Development if he will reinvestigate the REP scheme payment for a person (details supplied) in County Mayo. [26617/01]

The person named included a commonage share totalling 21 hectares in an agri-environmental plan submitted to my Department on 16 September 1999 and was paid accordingly. A REPS II plan, prepared as all plans are, by an approved REPS planner in consultation with the person named, was submitted on 28 September 2001 and the commonage share was declared in this plan as ineligible for payment by the applicant and his planner.

Question:

279 Mr. Ring asked the Minister for Agriculture, Food and Rural Development when a person (details supplied) in County Mayo will receive an area-based payment. [26618/01]

A condition of the area-based compensatory allowance scheme is that applicants must meet a minimum stocking level of 0.15 livestock units per forage hectare in the year preceding application. However, farmers who are unable to meet that minimum stocking density but who traditionally qualified for headage grants in respect of cattle and or sheep may continue to qualify for payment, provided their land is being utilised and is not in danger of undergrazing. In this context a certain percentage of these applicants must be subjected to an on-farm inspection. As the person concerned was a headage recipient in 2000 and as the stocking density of the holding was 0.12 livestock units per forage hectare in 2000, he is among a number of applicants who have been selected for an on-farm inspection. If his holding meets the requirements, payment will issue as soon as possible following the on-farm inspection.

One of the parcels claimed by the person named in his 2001 area aid application overlaps with a parcel of land claimed by another applicant. The area aid unit has exam ined the files of both herdowners involved and the overlap is being resolved in favour of the person named. This information is now being entered on to the Department's electronic database. Payment due to the person named under the 2001 area-based compensatory allowance scheme will issue shortly.

The person named is an applicant under the national scheme for the control of farm pollution. A final inspection of the investment works found that the investment works had been carried out in accordance with my Department's specifications. However, before payment of the grant can be approved it will be necessary for the person named to submit a number of key documents to the local farm development services office of my Department in Castlebar. These include a farm nutrient management plan, an electrical certificate from a member of the Registered Electrical Contractors of Ireland and a certificate for the protection of structural steel. Once these have been received, the application in question will be approved for payment.
