Question:

499 Mr. Fleming asked the Minister for the Environment and Local Government the reason he issued an instruction to local authorities requesting that the local authority portion of the essential repairs grant scheme and the disabled persons grant scheme should no longer be funded from capital receipts. [26262/01]

The priority claim on the use of internal capital receipts has been assigned to the main local authority housing programme and the remedial works scheme to supplement the Exchequer funding in these areas. Capital moneys surplus to these requirements may moreover be used for any housing purpose, with my approval. Such purposes could include, for example, improvement works to existing local authority housing, including the provision of central heating, or to meet local authorities' contributions under the essential repairs and disabled persons grant schemes.
