I am informed by the Garda authorities that the procedure in relation to the verification of an arrested person's identity is conducted in various ways.
With regard to the matter referred to by the Deputy, I am informed by the Garda authorities that a person was arrested for shoplifting on the 13 September, 2001 and taken to Store Street Garda Station. I understand that upon arrival at the Garda Station, this person gave her details as indicated by the Deputy and had no form of personal identification of any sort in her possession. The arresting member contacted Ballymun Garda Station where the voter's register was checked and it was established that the subject's family lived at that address.
I am further informed that the arresting member then questioned the person who had been arrested about her family circumstances and details regarding her neighbours, and that she was able to provide the correct information in accordance with the voter's register. I understand that details were also cross-checked on the Garda Síochána's PULSE computer system. As an outcome of these enquiries, the arresting member was satisfied as to the arrested person's identity and she was charged and subsequently released on bail to appear at Dublin District Court 44 at 10.30 a.m. on 27 September 2001.
I am informed that the subject failed to appear in court on that date and that a bench warrant has been issued for her arrest. I am further informed that the case has not been finalised and that no fine was imposed.
I am informed by the Garda authorities that the arresting garda has had no further dealings with this person and has received no information to indicate that she was not the person who is the subject of this question. In the circumstances, if the Deputy is aware of any information to the contrary, I would suggest that she bring it to the attention of the Garda authorities.
