I propose to take Questions Nos. 242 and 243 together.
Seventy one recycling projects and 11 hazardous waste treatment projects were originally approved for grant aid under the Waste Management Programme of the Operational Programme for Environmental Services 1994-1999. Grant approval in respect of two waste recycling projects and one hazardous waste project was subsequently cancelled due to lack of progress on the projects. The surplus funds arising were reallocated to other projects. The projects which received funding are listed in the table below. In accordance with general public accounting requirements, my Department is vigilant in relation to the proper application of all moneys which it disburses. The particular action to be taken in relation to any identified failure in relation to this requirement will depend on the circumstances of the case. Breaches of the conditions of the scheme, involving use of the grant for purposes other than those approved, were discovered in respect of one approved project. A full refund of grant was sought in this case and was repaid.
One private sector recycling project which received funding under the Operational Programme was taken over by another company at the end of 1999. However, as the recycling activity for which grant aid was provided continued in operation, a refund of grant was not sought.
In relation to one private sector scheme, full payment of grant has been withheld as my Department was not satisfied that the grant was being properly applied. Litigation was subsequently initiated by the applicant.
My Department is aware of one company that was grant-aided under the Waste Management Programme and was subsequently dissolved, apparently with effect from 3 March 2000. This case has recently been brought to my Department's attention, and the question of any necessary action arising is currently under consideration.
