John Ellis

Question:

188 Mr. Ellis asked the Minister for Agriculture, Food and Rural Development if a suckler cow payment will be made to a person (details supplied) in County Leitrim. [30852/01]

The person named applied on 30 animals under the 2001 suckler cow premium scheme. When his application was being processed for payment a problem arose with one animal, tag number BLA526537. This animal was moved off the holding and replaced by another. The registration of the movement details concerning this animal has not been fully finalised on the cattle movement monitoring system. In the meantime, his application has been processed for payment on the basis of 29 animals and payment of the 80% advance will issue this week.

The person named has been in contact with the district livestock office of my Department and has been informed that at balance payment stage his entitlement to payment will be calculated on the basis of 30 animals, provided the registration matter has been resolved.

Question:

189 Mr. Ellis asked the Minister for Agriculture, Food and Rural Development if an application by a person (details supplied) in County Leitrim for an area based payment will now be granted. [30853/01]

When a herdowner includes a commonage in an area aid application, he or she must provide proof of entitlement to claim that commonage. In this case the person named had been contacted by the area aid unit and requested to submit the relevant proof. The matter has now been resolved and payment due under the 2001 area based compensatory allowance scheme and the 80% advance under the 2001 suckler cow premium scheme will issue within the next week.

Question:

190 Mr. Ring asked the Minister for Agriculture, Food and Rural Development when a person (details supplied) in County Mayo will receive the full amount of an area based payment. [30860/01]

The person named was paid £293.81 on 25 September 2001 in respect of 3.56 hectares of mountain type land at £45 per hectare and including an additional sum of £133.61 under a compensation package agreed with the European Commission for farmers experiencing losses under the 2001 area based compensatory allowance scheme. The additional sum is equal to 90% of the difference between the average sum of the headage payments to the person named under the 1998, 1999 and 2000 headage schemes and the amount payable under the 2001 area based compensatory allowance scheme.

Following a thorough review of the area based compensatory allowance scheme, proposals have now been submitted to the European Commission for increased payment rates for farmers with mountain type land. The proposal involves making a payment of £80 per hectare on the first ten hectares of mountain type land with a payment of £70 per hectare on each remaining hectare, subject to an overall payment ceiling of 45 hectares. Subject to securing the necessary EU approval it is intended that the revised payment rates will take effect in the current year.

Question:

191 Mr. G. Reynolds asked the Minister for Agriculture, Food and Rural Development when a person (details supplied) in County Cavan will receive a REP scheme payment. [30865/01]

There are no payments outstanding for the person named under the REP scheme. The applicant had penalties amounting to 170% applied to his fifth year payment under the REP scheme. He appealed to the national REPS appeals committee and the committee, having reviewed the case, decided to reduce the penalties to 140%. The appeals committee is independent and its decisions are final. As the cumulative penalty remains in excess of 100%, no payment will be made in respect of his fifth year in the scheme.

The applicant may make application for a final payment in relation to his participation in the organic production supplementary measure of the scheme. Such application has not been received to date and should be submitted by 31 December 2001 to avoid a penalty for late application.

Paul Connaughton

Question:

192 Mr. Connaughton asked the Minister for Agriculture, Food and Rural Development when an installation aid grant will be made to a person (details supplied) in County Galway; and if he will make a statement on the matter. [30978/01]

The person named lodged an application under the national scheme of installation aid on 6 November 2001. This application is currently being processed and if everything is found to be in order payment will issue within six weeks.
