You are out of order, Deputy Mitchell. We move now to Priority Question No. 31. Before taking Question No. 31, Deputy Ring submitted a Priority Question to ask the Minister for Health and Children the guidelines for eligibility for a medical card for a number of categories (details supplied); his plans to double the guidelines for eligibility for the categories; and when he will carry out these plans.

That question and part of Deputy McManus's question were ruled out of order in accordance with long-standing practice in the House that they anticipated business which was scheduled to be brought before the Dáil in the same week under Standing Order 34(6). The House decided yesterday to dispose of Private Members' business in one day, yesterday. As a result, the substance of these two questions is no longer before the House.

I propose to allow not more than 12 minutes for Question No. 31 and to take supplementary questions from Deputies McManus and Ring.

I wish to express my appreciation. That is very satisfactory.

I do not have a copy of Deputy Ring's question. Has it been ruled out?

It was ruled out in accordance with long-standing practice. Because Private Members' business concluded last night, the House changed the Standing Order.
