Question:

194 Mr. Allen asked the Minister for Health and Children the percentage of health care administrative staff who are direct service providers; and his views on the figure produced by a person (details supplied) that less than 5% of administrative staff are in the delivery role. [31438/01]

Following a detailed analysis of all staff classified as management-administrative in the health service census, the directors of human resources of each health board-authority determined that approximately two thirds of these staff are involved in the delivery of front-line services to patients, for example, consultants' secretaries, community welfare officers, out-patient and A&E department personnel, ward clerks, medical records personnel, and that a further 10% deal with legislative and information requirements such as freedom of information, service planning, registration of births, deaths and marriages and auditing.
