Request to move Adjournment of Dáil under Standing Order 31.

Before coming to the Order of Business I propose to deal with a number of notices under Standing Order 31 dealing with two different topics. I propose to deal with these topics separately and I will call on Deputies in the order in which they submitted their notices to my office. In regard to the first topic, I received notice from Deputy Naughten. I call on him to state the matter.

I am seeking the Adjournment of the House under Standing Order 31 to discuss a matter of urgent importance, namely, in light of the inadequate funding provided in budget 2002 to Vantastic Limited, over 400 people with disabilities in the Dublin area will be denied a public transport service from next spring, which is a U-turn on a commitment given by the Government earlier this year.

Having considered the matter fully I do not consider it to be contemplated under Standing Order 31 and, therefore, I cannot grant leave to move the motion.

In regard to the second topic, I received notice from Deputy Sargent. I call on the Deputy to state the matter.

I wish to raise, under Standing Order 31, the urgent matter of the Irish Government being taken to court for its failure to comply with various environmental directives, in particular the landfill directive, Articles 226 and 228, which require the restoration of sites where illegal dumps have been discovered, and the need to plan financially and logistically for compliance with this law.

Having considered the matter fully, I do not consider it to be contemplated under Standing Order 31 and, therefore, I cannot grant leave to move the motion.
