Question:

237 Mr. Naughten asked the Minister for Justice, Equality and Law Reform the number of civil servants in his Department on transfer lists to sections of his Department out of Dublin; the locations and numbers involved; and if he will make a statement on the matter. [32317/01]

I assume the Deputy is referring to the central transfer lists for provincial locations which are maintained by my Department in respect of general Civil Service grades represented by the Civil and Public Service Union. I propose to provide the details sought by the Deputy in two separate tables. Table A shows details of the number of persons interested in transferring to Garda Síochána offices and Probation and Welfare Service offices around the country as well as the Waterford office of the Land Registry and the finance division in Killarney. Table B provides details of those officers in my Department who have applied for a transfer to the Courts Service only.

The position in relation to transfers to provincial areas for staff officers and clerical officers is that they are arranged in accordance with the standardised transfer system which has been agreed with the Civil and Public Service Union and which applies to all Departments. The central transfer agreement provides that applications for transfer are recorded in order of the date of receipt of each application. When vacancies arise they must then be offered in this order. No formal transfer agreement with the relevant unions exists for staff at executive officer level or above.

The Deputy may also wish to note that following a recent agreement reached between the Department of Finance and the Civil and Public Service Union regarding certain revisions to the operation of the central transfer scheme, each Department-office has been requested to update its lists of applicants to provincial locations. This involves all staff who are on the central transfer scheme renewing their applications for transfer if they wish to remain on the lists. The task of updating my Department's lists has recently commenced. However, given the significant volume of applications received to date I understand that it will be some weeks yet before these lists are fully updated.
