154 Mr. Ring asked the Minister for the Marine and Natural Resources if, further to Parliamentary Question No. 101 of 3 April 2001, his Department has concluded examining the objective necessary for pursuing this case for a further limited scheme with the European Union Commission; and the outcome in this regard. Following detailed consideration of the options available to regularise the situation of a number of traditional inshore fishermen, I have introduced a new licensing and registration scheme for the sector. The national scheme will be operated within the current MGP framework and we are not, therefore, seeking any specific adjustment to MGP targets from the Commission. The scheme applies to inshore fishermen who are owners of small boats, under 12 metres in overall length, and who for various reasons have not previously applied for registry. Applicants will have the option, if they choose, of availing of up to two years to buy their 100% replacement capacity on a phased basis. Fishermen applying under the scheme will be required to prove ownership, a track record in fishing and meet safety standards. The closing date for the scheme is 28 March 2002. Application forms under the scheme are available from my Department and from Bord Iascaigh Mhara. The EU Commission will be advised of the outcome of the scheme.
