Question:

165 Mr. Ring asked the Minister for Social, Community and Family Affairs the reason a person (details supplied) in County Mayo is not receiving a free fuel allowance. [3864/02]

To qualify for a payment under the national fuel scheme, a person must be in receipt of a qualifying payment, satisfy a means test and be living alone.

The person concerned is in receipt of widow's (contributory) pension. As she resides with her son she does not satisfy the living alone condition and therefore she does not qualify for a payment under the national fuel scheme.
If the person concerned has special heating needs and is unable to provide for those needs, she may apply for a special needs payment under the supplementary welfare allowance scheme. An application for this supplement may be made through her local community welfare officer.
