Gerry Reynolds

Question:

166 Mr. G. Reynolds asked the Minister for Agriculture, Food and Rural Development the reason a person (details supplied) in County Leitrim has not received a cattle headage payment for 2001. [4247/02]

One of the parcels claimed by the person named in his 2001 area aid application overlaps with a parcel of land claimed by another applicant. The area aid unit has examined the files of both herdowners involved and the overlap is being resolved in favour of the person named. This information is now being entered on to the Department's electronic database. When the area aid application has been fully processed and found in order payment due under the 2001 area-based compensatory allowance scheme will issue.

The person named applied for premium for eight cows under the 2001 suckler cow premium scheme. The application has been processed to payment stage and his 100% entitlement under the scheme will issue when his area aid application is fully processed. The person named submitted one application under the 2001 special beef premium scheme on 10 April 2001 in respect of six animals. Payment will issue in respect of special beef premium as soon as the area aid details are finalised.

Question:

167 Mr. Aylward asked the Minister for Agriculture, Food and Rural Development if he will examine a case (details supplied); the payments which have issued to this person's spouse; and if he will make a statement on the matter. [4261/02]

As the Deputy is aware the REPS application from the person named was terminated resulting in a large overpayment. The independent REPS appeals committee, on foot of an appeal, examined the issue. The committee upheld the original decision. The decision of the appeals committee is my Department's final position on the matter.

In seeking to recover the debt, my Department withheld payments due under the relevant herd number. However, the herd number was transferred from the person named to his wife. The majority of this sum has been repaid by my Department and arrangements are being made to expedite payment of the balance. Arrangements are now in place to recover the original debt from the person named.

Question:

168 Mr. Aylward asked the Minister for Agriculture, Food and Rural Development if, further to Parliamentary Question No. 356 of 30 January 2002, he will indicate the reason for the delay in having payment made to the person concerned. [4262/02]

Further to my reply to Parliamentary Question 356 of 30 January 2002, my Department has contacted both herdowners who have replied to the letters issued to them.

The land parcel overlap is currently being processed in favour of the person named and any outstanding area linked payments will issue as soon as possible.
