118 Mr. Noonan asked the Minister for Public Enterprise her Department's legislative programme for the first half of 2002; and if she will make a statement on the matter. [4086/02]

Table 1: Primary Legislation Programme

Name of Bill

Purpose

1. Communications (Regulation) Bill

To provide for the establishment of a Commission for Communications Regulation to replace the ODTR, to enhance its enforcement provisions and to reform procedures for access to public roads by telecom operators.

2. Comprehensive Nuclear Test Ban Treaty Bill

Implementation of Ireland's obligations under Comprehensive Nuclear Test Ban Treaty

3. Air Navigation Eurocontrol Bill

To give effect to the revised Eurocontrol Convention signed by Ireland in 1997

4. Geological Survey of Ireland (GSI) Bill

Updating of GSI Legislation, 1845

5. Electricity Bill

(i) To deal with remaining regulatory and restructuring issues in relation to the electricity industry. (ii) To convert ESB into a plc under the Companies Acts.(iii) To consolidate existing electricity legislation

6. Transport (Miscellaneous Provisions) Bill

To increase borrowing limits for CIE and other matters

7. Gas Regulation Bill

To give effect to the restructuring of the natural gas industry.

1. Railway Safety Bill 2001

To introduce a new regulatory framework for railway safety, including the establishment of an independent Railway Safety Commission with wide-ranging powers of inspection, investigation and enforcement.

2. Radiological Protection (Amendment) Bill 1998

To up-date certain powers and functions of the Radiological Protection Institute of Ireland.

3. Sustainable Energy Bill 2001

To establish the Irish Energy Centre as an agency under the aegis of the Department.

4. Gas (Interim) (Regulation) Bill 2001

To establish independent regulation of the natural gas market by transferring certain existing powers from the Minister to the Commission for Electricity Regulation (CER) and to provide for further liberalisation of that market

5. Postal (Miscellaneous Provisions) Bill 2000

To provide for an ESOP and private equity investment in An Post.

6. Containment of Nuclear Weapons Bill

Ratification of Additional Protocol to 1977 Agreement between the European Atomic Energy Community, Member States of the Community and the International Atomic Energy Agency on the non-proliferation of Nuclear Weapons.

7. Digital Hub Agency Bill

To establish Digital Hub Agency to develop the Digital Hub project.
