169 Mr. McGrath asked the Minister for the Environment and Local Government the amount of grant aid paid to each local authority in each of the past five years under the improvement works in lieu of council housing scheme; the number of household units improved; the average cost for each household unit for each of those years; and if he will make a statement on the matter. Information relating to activity under the improvement works scheme for each local authority is published in my Department's quarterly and annual bulletins of housing statistics, copies of which are available in the Oireachtas library.

Detailed information on the average cost in each year of improving a dwelling under the scheme is not available in my Department, as local authorities have delegated authority to undertake works which do not exceed a prescribed value without the prior approval of my Department. The current limit is €63,500. It is not possible to derive an average annual unit cost from the number of dwellings improved in a particular year and the expenditure in that year because of changes in the level of work in progress in any year.

In the case of a house let by a housing authority, the full approved cost of the works may be paid.

The foregoing figures show the total grants paid, including the amounts recouped by my Department.

My Department will also publish shortly a policy statement on preventing and recycling waste. This will address in detail a range of practical considerations relevant to the achievement of recycling policy objectives and targets, and will outline a variety of measures to be undertaken in support of better national performance in this area.
