Question:

93 Mr. J. Bruton asked the Minister for Defence the updated achievement of each target set for his Department under the strategic management initiative; if the targets in question are sufficiently measurable, quantifiable and focused on outcomes rather than activities to be an effective tool of real accountability; and if not, if he proposes to refine the targets. My Department's Strategy Statement for 2001 to 2004 sets out the mission statement and the related objectives, strategies and performance indicators, including targets, which are essential to achieving mission success.

The Department is outcome focused and our targets are sufficiently measurable and quantifiable to be an effective tool of real accountability. In this regard, the Deputy might note that the performance indicators have been approved by the Civil Service Quality Assurance Group and this group will make an independent assessment of the Department's progress in meeting the objectives in due course.
