Question:

153 Mr. Higgins (Mayo) asked the Minister for Agriculture, Food and Rural Development the reason for the delay in making premia payments to a person (details supplied) in County Mayo. [5670/02]

As stated in my reply to Parliamentary Question No. 290 of 30 January 2002, one of the parcels claimed by the person named in her 2001 area aid application overlapped with a parcel of land claimed by another applicant.

The overlap has been resolved in favour of the person named. Payment due under the 2001 area-based compensatory allowance scheme, advance payments due under the special beef premium scheme and the balancing payment due under the 2001 suckler cow premium scheme will issue as soon as possible. However, it should be noted that payment of 2001 extensification premium is not scheduled to commence until June 2002.

Question:

154 Mr. Higgins (Mayo) asked the Minister for Agriculture, Food and Rural Development the reason a person (details supplied) in County Mayo has not received all sheep grants for 2000. [5671/02]

A joint application was submitted by the person named and his wife under the 2000 ewe premium and sheep headage schemes in respect of 130 ewes. At an inspection of their flock on 17 April 2000 only 32 ewes were presented. As the number of unnotified losses exceeded 20% they were deemed ineligible for payment under the terms and conditions of the schemes. Following appeals by solicitors on behalf of the applicants, this decision was upheld by the Department's district inspector and by the appeals unit.
