Question:

326 Dr. Upton asked the Minister for the Environment and Local Government if United Kingdom citizens could be allowed vote in presidential elections or referenda; and if he will make a statement on the matter. [5475/02]

Under electoral law, Irish citizens may vote at every election and referendum, British citizens may vote at Dáil, European and local elections, other EU citizens may vote at European and local elections and non-EU citizens may vote at local elections only. The extension of voting rights at Dáil elections followed a referendum on this issue in 1984. Further changes to the right to vote at presidential elections or referendums would require an amendment to the Constitution.
