Question:

419 Ms Clune asked the Minister for Education and Science the reason there is no found ation level English examination for the leaving certificate; and if he will make a statement on the matter. [5364/02]

The introduction of foundation level English at leaving certificate level is a matter which has been given detailed consideration by the NCCA – National Council for Curriculum and Assessment – course committee for leaving certificate English. While some arguments that can be advanced in favour of this development, the course committee decided against the introduction of a foundation level in leaving certificate English.

The committee, in fact, designed the course at two levels – higher and ordinary – and specifically ensured that the ordinary level would cater for students who had taken both the junior certificate ordinary and foundation levels. The percentage of students who achieved less than a D grade in ordinary level English has, in fact, fallen in 2001 to 4.5%. I should also point out to the Deputy that the leaving certificate applied includes an examination in English and communication. English, like all other areas of the curriculum, will be subject to review by the NCCA in due course. This review can include a re-examination of the case for foundation level English.
