77 Mr. Naughten asked the Minister for Agriculture, Food and Rural Development if, in view of the fact that the information document produced for the quality stallion purchase incentive scheme does not state that an applicant must obtain prior approval before purchase to be eligible, he will consider applicants who purchased animals in good faith; and if he will make a statement on the matter. The information document the Deputy refers to summarises the initiatives for the equine sector in the National Development Plan, 2000-2006. It provides a summary of the main features of the measures and the supports available. The document states that the details therein are not exhaustive and gives the relevant contact points for further information.

Under the terms and conditions of the quality stallion purchase incentive scheme, which are sent to every applicant together with the application form, it is clearly set out that applications for grant aid in respect of stallions purchased before the date of application, that is, the date the application is received by the Department, will not be entertained. I will arrange for a copy of these terms and conditions and an application form to be issued to the Deputy.
