Request to move Adjournment of Dáil under Standing Order 31.

Before coming to the Order of Business I propose to deal with a number of related notices under Standing Order 31 from Deputies Gormley and Olivia Mitchell. I propose to call on the Deputies in the order in which they submitted their notices to my office. I call on Deputy Gormley to state the matter.

I would like to have the business of the House suspended under Standing Order 31 to address the grave situation arising from the failure of the Government to properly fund the effective implementation of the driver penalty points system, the central plank of the Road Traffic Bill and a major measure for countering the appalling deaths on our roads each year, numbering almost 5,000 in the past decade and 31 so far this month.

Under Standing Order 31 I seek leave to adjourn the Dáil to discuss the following serious and urgent matter, namely, the Government's failure to fund the technology necessary to implement the penalty points system, the legislation for which is currently going through the Dáil, to reduce health care and insurance costs and critically to make our roads safer.

Having given the matter full consideration I do not consider it to be contemplated by Standing Order 31 and therefore I cannot grant leave to move the motion.
