214 Mr. Quinn asked the Minister for the Environment and Local Government the proposed statutory instruments being prepared in, or under the auspices of, his Department; the pro posed effect of each; and if he will make a statement on the matter. [7188/02]

Air Pollution Act, 1987 (Emissions of Volatile Organic Compounds from Organic Solvents) Regulations 2002.

Transposition of Directive 1999/13/EC on the limitation of emissions of volatile organic compounds due to the use of organic solvents in certain activities and installations.

Air Quality Standards Regulations 2002.

Transposition of Directive 1999/30/EC on limit values for sulphur dioxide, nitrogen dioxide and oxides of nitrogen, particulate matter and lead in ambient air.

Building Regulations (Amendment) Regulations, 2002.

To amend Part – L of the Building Regulations 1997 to increase thermal performance and insulation standards for new dwellings and for the replacement of major building elements, including windows.

Genetically Modified Organisms (Deliberate Release) Regulations.

To give effect to Directive 2001/18/EC on the deliberate release of GMOs into the environment.

Seanad Electoral (Panel Members) (Prescribed Forms) (Amendment) Regulations, 2002.

Regulations to provide for the use of photographs on ballot papers at Seanad panel and university elections

Seanad Electoral (University Members) (Prescribed Matters) (Amendment) Regulations, 2002.

Regulations to provide for the use of photographs on ballot papers at Seanad panel and university elections.

Local Government (Financial Procedures) Regulations.

To update the provisions of the Public Bodies Order 1946 – 1998 in relation to the financial procedures of local authorities.

Control of Funfairs Regulations 2002.

Introduction of safety certification of funfair equipment.

Road Traffic (Traffic and Parking) (Amendment) Regulations, 2002.

To provide for a structure of traffic regulations for light rail vehicles operating on public roads.

Road Traffic (Signs) (Amendment) Regulations, 2002.

To prescribe regulatory traffic signs to be used in respect of the light rail system on public roads.

The Housing (Accommodation Provided By Approved Bodies) Regulations, 1992 (Amendment) Regulations, 2002.

Regulations to give effect to increases in unit cost limits for assistance to approved voluntary housing bodies for projects undertaken under the Rental Subsidy and Capital Assistance Schemes.

Urban Renewal Act, 1986 (Remission of Rates) (Custom House Docks Area) (Amendment) Scheme, 2002.

This amending order is required to provide for the extension of rates remission to premises in the extended Custom House Docks Area and also to comply with a European Commission Decision on state aids in that Area.

European Communities (Vehicle Testing) (Amendment) Regulations 2002.

To transpose Commission Directive 1999/52/EC in relation to the procedure for carrying out smoke opacity tests on diesel goods vehicles liable to compulsory roadworthiness testing.

Road Traffic (National Car Test) (Amendment) Regulations 2002.

To specify NCT related fees in amounts exclusive of VAT and to transpose Commission Directive 1999/52/EC in relation to the procedure for carrying out smoke opacity tests on diesel cars liable to National Car Testing.

The Waste Management (Packaging Regulations) Regulations 1997 are currently being reviewed by a Task Force convened by my Department for this purpose. It is expected that revised regulations will issue as a result of this review.

Waste Management (Recovery of Organic Waste) Regulations (provisional title).

Statutory support for good agricultural practice for protection of the environment.
