226 Mr. Quinn asked the Minister for Social, Community and Family Affairs the proposed statutory instruments being prepared in, or under the auspices of, his Department; the proposed effect of each; and if he will make a statement on the matter. [7189/02]

The following table details the statutory instruments being prepared in my Department and the proposed effect of each:

Social Welfare (Consolidated Supplementary Welfare Allowance) (Amendment) Regulations, 2002

This regulation provides for an increase from €95.23 to €120 in the amount of weekly earnings from employment of a rehabilitative nature disregarded in the means assessment applicable to supplementary welfare allowance. This measure was announced in the budget, and is scheduled to take effect from April 2002

Social Welfare (Consolidated Payments Provisions) (Amendment) (Miscellaneous Provisions) Regulations, 2002

These regulations provide for a number of improvements provided for in Budget 2002, which include the following:increase in the amount of weekly income disregarded for the purposes of determining entitlement to carer's allowance, to €191 for single people and €382 in the case of married people;increase from €95.23 to €120 in the disregard applicable to earnings from rehabilitative employment in the case of blind pension and disability allowance;increase from €95.23 to €120 in the disregard applicable to income from self-employment of a rehabilitative nature in the case of disability allowance;extension of the sale of residence provisions to pensioners who dispose of their main residence for the purpose of residing in sheltered or special housing in the voluntary, co-operative, statutory or private sectors or to reside with a person in receipt of carer's benefit or allowance where the receipt is the pensioner's carer.

Social Welfare (Consolidated Contributions and Insurability) (Amendment) (Credited Contributions) Regulations 2002

These measures are scheduled to take effect from April 2002.These regulations provide that a social insurance contribution will be credited to a person's social insurance record in respect of each week in which he or she avails of carer's leave under the Carer's Leave Act, 2001, where that person is not entitled to or in receipt of carer's allowance or carer's benefit.
