The information requested by the Deputy is set out as follows: An inspectorate of prisons and places of detention is being established on an administrative basis, pending statutory provision in due course. The necessary implementing legislation to provide for the establishment of an independent Garda inspectorate on a statutory basis is currently being prepared. This legislation has been included in the Government's legislative programme. The Department has responsibility for the establishment of the co-ordinating committee for the European year of people with disabilities. This body will not have a statutory basis. A centre for excellence in universal design will be established under the auspices of the Department. A statutory basis for the establishment is provided for in the Disability Bill, 2001.
