80 Mr. Quinn asked the Minister for the Marine and Natural Resources the committees, boards, companies or other bodies under the auspices of his Department which were established pursuant to statutory instrument; the particulars of the statutory instrument in each case; if there are proposals to have the body in question given a basis in statute as opposed to statutory instrument; and if he will make a statement on the matter. I propose to take Questions Nos. 78 to 80, inclusive, together.

Details of task forces or special committees set up under the aegis of my Department since 1997 were given in my reply to Question No. 63 of 17 October 2001. The principal other non-statutory body operating under my Department's auspices is COFORD, the Council for Forest Research and Development, which was set up in 1993 to co-ordinate forestry research and development. There are no proposals at present to establish any of the bodies in question on a statutory basis.

Arramara Teo is a registered company in which the State has a majority shareholding. Other bodies under the auspices of my Department were established through primary legislation and related statutory instruments.

I intend to establish a marine casualty investigation board in accordance with the provisions of the Merchant Shipping (Investigation of Marine Casualties) Act, 2000, in the near future. The board will be established on a statutory basis by way of a commencement order. I also intend to establish a new adventure activities standards authority under the Adventure Activities Standards Authority Act, 2001. In addition, it is my intention to corporatise the ports of Bantry, Dundalk and Wicklow in accordance with the Har bours Act, 1996 as soon as each of the ports has completed the necessary procedures. I also intend setting up a forestry appeals board, on a non statutory basis, to consider appeals against decisions of the forest service. The board will be given statutory basis under the legislative proposals which will follow the current review of the Forestry Acts.
