47 Mr. O'Shea asked the Minister for Tourism, Sport and Recreation if he will make a statement on a report by consultants (details supplied) on the proposed Campus-Stadium Ireland; if the Government intends to review its plans for the project in view of the report; and his views on the costings produced by the consultants. 48 Mr. Durkan asked the Minister for Tourism, Sport and Recreation the position regarding the provision of the national sports stadium; if it is intended to proceed with the venue as originally intended in the wake of the recent consultants' report; the extent to which the original costings differ from the consultants' opinion; his alternative plans regarding the proposed facility; the most up-to-date financial projections; the likelihood of implementation of the plan or proposal in the future; and if he will make a statement on the matter. Minister for Tourism, Sport and Recreation (Dr. McDaid): I propose to take Questions Nos. 41, 47 and 48 together.
An evaluation of the latest costings for the stadium and sports campus project is clearly set out in the High-Point Rendel report, which has been circulated to all Deputies and is also available on my Department's website. Based on the proposal for a revised scope of project, in essence, the HPR report estimates the total cost of the stadium, arena and other facilities is broadly similar to those of Campus and Stadium Ireland Development Limited. In addition, the HPR projection provides for a higher contingency amount because of the still evolving nature of the brief; a slightly higher anticipated inflation level and also provides for professional costs and a sinking fund.
On publication of the High-Point Rendel report, the Government has requested me to report on the implications of the HPR recommendations and options and in particular to evaluate the viability of the existing tendering strategy as a basis for any modification of the stadium design and operation, the implications for the Exchequer of the options and recommendations, and the issues raised in paragraph 1.7 of the report, a copy of which I propose to circulate in the Official Report.
I have initiated a process for the consideration of these issues. I will be drawing on a wide area of expertise and advice so that a thorough evaluation of the recommendations is made to ensure that Government is in a position to reach the best and most appropriate decision on the future of Campus-Stadium Ireland.
Until I have completed this evaluation and reported to Government, it would be premature to make any statement on the future plans for this project or to speculate on the extent of any future expenditure on the project.
APPENDIX 1
1.7Our investigations have resulted in a number of issues being critical to the realisation of the concept of Stadium and Sports Campus Ireland:
(i) The procurement strategy, in particular the DBFO strategy currently being pursued by CSID;
(ii) the Stadium and Arena and in particular the detailed specification and functionality of these facilities;
(iii) the infrastructure and landscaping of the 500 acre site;
(iv) the incorporation of and subsequent development of commercial end uses on the site;
(v) the rationale for some of the minor facilities e.g. the golfing academy and the velodrome;
(vi) the method of procuring and delivering non-sporting facilities i.e. the HQ offices and Sports Science Centre;
(vii) the agreements with the sporting bodies; in particular usage, operational and commercial arrangements; and
(viii) the future management of the development during and post construction.
