141 Mr. Ring asked the Minister for the Marine and Natural Resources the procurement pro cedure adopted for the recruitment of the consultant (details supplied) who, according to the reply to Parliamentary Question No. 68 of 4 October 2001, was paid ?10,513.43 for services described as review of the Irish Forestry Contractors Association. The procurement procedure adopted for the recruitment of this consultant was that of restricted tendering. The consultant in question was one of eight companies-consultants who were invited to tender.

The Department received a proposal from the company in question to test the feasibility of implementing an innovative map-based system for the electronic transfer of forestry grant and premium applications by forestry companies. This proposal was considered to have the potential for widespread benefits within the industry and for improving customer service under the downstream development support sub-measure of the Operational Programme for Agriculture, Rural Development and Forestry, OPARDF, 1994-1999.

I presume the Deputy is referring to the consultancy relating to the drafting of the request for tender document for the grants and premium administration system costing £30,250 –€38,410. The procurement procedure adopted in the case of this consultancy was that of restricted tendering. A total of six companies-consultants were invited to tender.

The consultant selected had been engaged by the Department to assess and prepare a strategic development plan to upgrade and improve the Department's IT infrastructure and business systems. As an extension to this work the consultant was invited to quote for the provision of an independent assessment of a technical specification proposed for new computer hardware in the Department. The amount paid, €2,765.49, represents an addition of less than 2% to the original contract price.

The procurement procedure adopted for the recruitment of this consultant was in accordance with the provisions of the Department of Finance guidelines on engaging consultants. Given the low cost involved, the consultant was appointed on the basis of particular relevant expertise.

Mr. Ring asked the Minister for the Marine and Natural Resources the procurement procedure adopted for the recruitment of the consultant (details supplied) who, according to the reply to Parliamentary Question No. 68 of 4 October 2001, was paid €122,268.16 for services described as technical assistance in relation to the forest inventory and planning system FIPS. [8791/02]

The company in question was engaged, with the approval of the Government contracts committee, to provide specialist IT related support during the development of a very complex and innovative forestry inventory and planning system known as FIPS. The company in question had a unique combination of expertise which was deemed essential to the success of this initiative. Consequently no other applicants' tenders were sought for this consultancy.

152 Mr. Ring asked the Minister for the Marine and Natural Resources the procurement procedure adopted for the recruitment of the consultant (details supplied) who, according to the reply to Parliamentary Question No. 68 of 4 October 2001, was paid ?215,629.46 for services described as professional advice re implementation of the Operational Programme for Agriculture, Rural Development and Forestry 1994-1999. The consultant in question was engaged as he was deemed to have the specialised and unique skills of a forestry technical nature, which were considered necessary for the successful implementation of the Operational Programme for Agriculture, Rural Development and Forestry 1994-1999. No tender competition was held for the contract which was renewed on an annual basis. Following advice from the Department's internal auditor in 1997-98 to the effect that Government procurement procedures had not been followed in this case, the procedures were reviewed. As a consequence, the formal approval of the Government contracts committee was secured in 1998 for the renewal of the contract.
