Question:

188 Mr. Ring asked the Minister for Public Enterprise if she will increase the proposed indexation of the wind energy contracts from 25% to 75%; and if she will make a statement on the matter. [8778/02]

The 25% indexation referred to in the question was a term and condition of a competitive bidding process commonly referred to as AER V. The competition aimed to secure a minimum additional 255 MW of renewable energy based electricity generating capacity. More than 367 MW was submitted and more than 339 MW was bid below the published price caps. Furthermore, the terms and conditions were published and the competition was conducted in accordance with EU procurement rules. It was on the basis of the published terms and conditions that potential applicants decided whether or not to submit bids in the first instance and the price to bid at. In the circumstances there is no basis for offering more advantageous terms.
