482 Mr. Hogan asked the Minister for the Environment and Local Government when a new library headquarters will be constructed in Kilkenny; the reason the project has not commenced since it was announced prior to the 1999 local elections; and if he will make a statement on the matter. [8954/02]

The submission of proposals for library capital projects is primarily a matter for the library authority concerned, in this case Kilkenny County Council. In this regard, my Department is awaiting the submission from the council of revised Stage 2, sketch design-cost plan, proposals for this project.
