Question:

547 Mr. Ring asked the Minister for Social, Community and Family Affairs the reason a person (details supplied) in County Mayo was refused carer's allowance. [9163/02]

The person concerned applied for carer's allowance on 7 January 2002. The principal conditions for receipt of the allowance are that full time care and attention is required and being provided and that the means test is satisfied. Following the necessary investigations it was established that the person concerned does not provide full time care and attention and his application was refused on that basis. He was notified of this decision and of his right of appeal to the social welfare appeals office on 28 February 2002.

Under social welfare legislation, decisions in relation to claims must be made by deciding officers and appeals officers. These officers are statutorily appointed and I have no role in regard to making such decisions.
