Question:

99 Mr. O'Flynn asked the Minister for Finance if the Government have plans to use people in the over-60s age group to fill service gaps in the public service and Civil Service, in view of the buoyant economy and subsequent demand for human resources. [9636/02]

As Minister for Finance, my recruitment responsibilities are essentially confined to the Civil Service. Such responsibility in other areas of the public service rests, in general, with the various employing public bodies, under the aegis of relevant Ministers.

The buoyant economy and related demand for human resources mentioned in the Deputy's question have indeed posed significant challenges for Civil Service recruitment in recent years. These challenges have, however, been met with a vigorous and effective response, and the Civil Service is not now significantly affected by the "service gaps" referred to by the Deputy.

The Civil Service Commission, as the primary recruitment agency for the Civil Service, has held competitions more often where necessary, and produced a faster, more efficient throughput of suitable candidates by streamlining selection methodologies. This strategy, along with special targeted competitions, including competitions aimed at re-hiring former civil servants, has succeeded in removing previous shortfalls in the supply of personnel to Departments.

The commission's strategy has been complemented by measures taken by my Department which should consolidate and enhance the attractiveness of Civil Service employment. These measures include substantial enhancements in family-friendly working schemes, and reforms which allow for faster promotion through general service grades.

Against this overall background, it is important to affirm that persons aged over 60 years are a valuable and valued part of the Civil Service workforce. While most such persons were recruited at a considerably earlier age, the recruitment of persons aged over 60 years can occur through normal open competitions, for which an upper age limit of 65 years applies.
