Question:

136 Mr. McGuinness asked the Minister for Agriculture, Food and Rural Development the reason the documents and applications submitted to his Department for the 2001 suckler cow premium scheme by persons (details supplied) in County Kilkenny have not been acknowledged; and if the appeal put forward will now be considered and a reply issued without delay. [11082/02]

Minister for Agriculture, Food and Rural Development (Mr. Walsh): The application period for the 2001 suckler cow premium scheme began on 2 January 2001 and ended on 29 June 2001. In accordance with the terms and conditions of the scheme applications submitted after the closing date but before 25 July 2001 were subject to a cumulative 1% reduction penalty for each working day the application is late. No premium grants can be paid on any applications lodged on or after 25 July 2001. The person named submitted a late application with a letter of explanation on 19 December 2001. He has been informed that the application cannot be accepted. He has also been advised that he can appeal this decision by contacting my Department with any new documentary evidence that may assist his appeal.

137 Mr. Creed asked the Minister for Agriculture, Food and Rural Development the reason for the delay in payment of a suckler cow grant to a person (details supplied) in County Cork who has furnished all the necessary information to his Department. [11090/02]

Minister for Agriculture, Food and Rural Development (Mr. Walsh): The person named applied for premium on 12 animals under the 2001 suckler cow premium scheme. He was paid his full entitlement under this Scheme on 8 April 2002.
