Question:

210 Mr. Dukes asked the Minister for Agriculture, Food and Rural Development if the Government-nominated civil servant to Bord na gCon is a member of the remuneration committee under the code of practice for the governance of State bodies; if the board of directors of Bord na gCon have exceeded Government pay guidelines in relation to its executive staff; the reason the chief executive's total remuneration is not included in the board's annual report; and the reason the schedule of directors' fees and the aggregate amount of expenses paid to each director are not included in the annual report. The Government-nominated civil servant on the board of Bord na gCon is a member of the remuneration committee which deals with the pay and contractual arrangements for the chief executive. Bord na gCon has confirmed that it adheres to the PPF in relation to all its executive staff. The board has further advised that resulting from the significant growth in the greyhound industry and the commercial and other business of the board over recent years it has re-organised and restructured its administration with the creation of new posts and major changes in staff grading, responsibilities and scope of employment in many cases. The associated pay negotiations with the unions and individuals concerned were carried out within the PPF framework.

Proposals for the revision of the pay and contractual arrangements in respect of the current chief executive of Bord na gCon, in accordance with the most recent developments in relation to the pay of chief executives in the public sector generally, have recently been finalised by the board and are currently under active consideration by my Department and the Department of Finance. All disclosures relating to the total remuneration of the chief executive and the fees and expenses paid to board members required by the code of practice for the governance of State bodies, which came into effect on 2 October 2001, will be made in accordance with the provisions of that code in the next annual report to be published by the board and in the report of the chairman to me.
